Le PLC is a French cover, imported when there was a supply chain issue during Covid. There's a passel of programmable logic controllers down underneath.

So, Lloyd, have you ever bothered to go to any budget meetings when these topics come up (usually concerning Department of Public Works (or some such name)) when redoing of streets et al come up? Have you attended any such DPW meetings as well? Have you started serious conversations with your elected representatives and city employees that cover your neighborhood (and adjacent / nearby ones as well)?

Have you dug into the details WHY or WHY NOT? They may be financial, it may be infrastructure related, and/or there may be legal issues (e.g., right of ways, ownership, easements, et al) thrown in. It could also be groundwater or soil structure / that has a role in it such a decision.

And politics; never forget the politics. Sometimes it's a roiling sea and sometimes a single boulder mucking up an otherwise mellow stream. Do you know that terrain and the players? Have you tried in teasing out the strong and weak points associated with the cliques and individuals? And have you found your own "allies" that wish to push the issue?

In short, have you done your homework? It's fine to rant (heck, it can be fun even if it solves nothing). However, ranting here is one thing - ranting to achieve what is a political goal is something else.

LE could be London Energy perhaps, "post-privatisation electricity company for London until absorption to EDF in 2006", apparently (Wikipedia). Or even perhaps its predecessor the London Electricity Board. See https://en.wikipedia.org/wiki/London_Electricity

I had a client from Finland visit Canada for the first time, and he had two observations after a few hours of touring Toronto. First that people like to walk around drinking coffee from children's cups, and second he was astounded to see all the overhead wires.
