The bureaucratic apparatus associated with modern city planning was not used to create the traditional, pre-automobile urban form associated with 15-minute cities.
I want to live in a walkable town. But in United States the regulations and interventions of the Federal Government of the past century have largely made such a form illegal to build. Most of the messaging around 15-minute cities is by and large related to additional zoning requirements, increased density, land use mixes, transit investment, etc. You can't fix the damage caused by a hammer by using a different hammer. You can't fix the damage cause by regulations by using different regulations.
It's funny that most people refuse this concept just because they're creating a weird internal story in which they are a victim.
