I have a personal rule that I don’t cross in front of any car if I can tell the person is looking at their phone. This has gotten me flipped off several times.

While one cannot, as you point out, do much about being impaired, being distracted is ALWAYS a choice. It doesn't have to be using a phone, reading a text, or surfing the 'Net or even daydreaming-while-walking. ALL of those are choices.
